Then add the bulgur. Wait thirty minutes for the bulgur to absorb the water and soften. In the meantime, fry the onion, cumin, and red pepper together. Add the onion, salt, parsley, and spring onion mixture to the dal lentil and bulgur and wait for it to cool.
